Sanctuary, despite its name, was not completed in time to actually save anyone from the Long Storm. The air-providing enchantments weren't added until a hundred years ago, and only liches and conjured spirits resided here before. It was commissioned by Emperor Noceris I as an outpost for expeditions into the Aether, in response to Hiram Starkweather's early reports suggesting alternate planes. It was of course abandoned when the Great War reignited, and forgotten during the Long Storm, until Starkweather's colleague Augustus Bonaventure renewed interest in the project among certain of his fellows. Luveria pointed out some of the original foundations as she explained it's history.
"I coordinated the original project before the war. The teams had to use enchanted armor and emergency rings like the one I sent you, or else we'd have flown off into the Aether forever. Starkweather spent a lot of his time scouting the Aether. He never returned with proof, but he always insisted there were other worlds to be found. When he vanished, and the Empire began repurposing the armor for combat purposes, I was left teaching an empty classroom in Arcadium. After it was taken by elves, I came back home and... well, you know the rest."
Dorian was just trying to maintain as much diginity as a human balloon can manage, and failing.
